Justitia is the goddess of justice. She is always depicted with a pair of scales, a sword and a blindfold. These objects are symbolic of judicial duties.
The lower layers of the painting are made up of pages from the CRIMINAL CODE, the oil paint is transparent in many places, making the texts easy to read.
